Развитие экосистемы социального предпринимательства в Северо-Западном регионе России

Статья посвящена рассмотрению концепции экосистемы социального предпринимательства и анализу существующих практик социального предпринимательства в Северо-Западном регионе. Социальное предпринимательство предназначено для решения социальных проблем путем использования устойчивых экономических инструментов; результатом социального бизнеса являются социальные преобразования, связанные с повышением качества жизни отдельных социальных групп и граждан. В качестве основных элементов и субъектов экосистемы были выделены государство, социальный капитал, рынок социальных услуг и инфраструктурная поддержка. Основу эмпирической базы составили данные федеральной и региональной статистики относительно развития негосударственного сектора и социального предпринимательства, данные реестров поставщиков социальных услуг, а также нормативно-правовые акты, посвященные социальному предпринимательству. Анализ данных проводился по всем основным субъектам Северо-Западного региона (Санкт-Петербург, Ленинградская область, Калининградская область и др.). Результаты исследования показали, что в настоящее время заложены правовые основы для развития социального предпринимательства, имеют место различные меры государственной поддержки, включая государственные субсидии, займы, и при этом наблюдается достаточно широкое региональное разнообразие. Вместе с тем есть основания утверждать, что в настоящее время негосударственный сектор социальных услуг не отвечает в полной мере существующим потребностям. Это выражается и в недостаточной численности социально ориентированных НКО и социальных предпринимателей, и в относительно невысоких показателях численности населения, вовлеченного в негосударственный сектор социальных услуг. В то же время следует отметить активное развитие инфраструктуры подготовки социальных предпринимателей, которая включает акселераторы, бизнес-инкубатор, информационную и консалтинговую поддержку социальных предпринимателей.Библиографические ссылки
