Аннотация

Сегодня в международной академической литературе широко используется понятие институционального дизайна, однако его содержание часто не определено и варьируется в широком спектре значений. Целью настоящей статьи является социально-философская концептуализация институционального дизайна в специфическом контексте дизайн-мышления как наиболее последовательного подхода к применению принципов дизайна к социальной практике. Проведена реконструкция эволюции дизайн-мышления, в которой внутренняя связь практики дизайна и «каверзных проблем» позволила перенести подходы промышленного дизайна на организационные и политические практики. Направленность дизайн-мышления на проектирование полномочий и ролей заинтересованных сторон, а также правил их взаимодействия в отношении проблемной ситуации позволяет говорить об институциональном характере дизайн-мышления. С учетом этого институциональный дизайн может быть определен как социально-политическая практика, исследующая и определяющая проблемную ситуацию, устанавливающая перечень акторов, их полномочий, ролей и правил взаимодействий друг с другом, а также релевантных инструментов решения проблемы и набора ценностей, утверждение которых может считаться легитимным решением проблемы. Основными принципами институционального дизайна являются неопределенность, вовлеченность и итеративность. Неопределенность в первую очередь отражает принципиальную невозможность полного решения проблемы и толерантное отношение к неудачам. Вовлеченность граждан в формирование структуры их взаимодействия с государственными институтами имеет негативные стороны пролетаризации гражданства, но открывает перспективу «общества институционального дизайна» как возможного варианта развития цифрового общества. Итеративность относится к диахронному и синхронному разнообразию дизайнов отдельных институциональных контекстов как набора попыток решения сходных проблем. Совокупность этих решений формирует характерный для конкретного общества институциональный канон. Результаты исследования могут быть использованы в качестве аналитического инструмента при исследовании современных проектов трансформации общества, а также как методологическая основа в реализации данных проектов.
