A comparative analysis of the indicators of teaching staff reproduction: the case of Perm Krai

Abstract

The article analyzes indicators of the personnel structure reproduction in the system of general education. The authors draw attention to the formation of valid and adequate indicators characterizing the process of reproduction of teaching staff. The importance of such data is substantiated by the rising tension in the human resources sphere, characteristic of the Russian labor market, as well as an increase in the average age of teaching staff and in the number of vacant positions. Based on an analysis of existing empirical approaches, the authors conclude that there are major differences in the reproduction of teaching staff in territories characterized by various conditions. Most pronounced are the differences between urban and rural schools, as well as between schools located in areas with different economic conditions. To clarify the structure of teaching staff, the article uses several sources, including official statistical observation data from the Ministry of Education of the Russian Federation and data from a content analysis of the websites of Perm Krai’s educational organizations that contain information on the staff. A comparison of the data obtained from these sources has shown that the most significant differences in the structure of teaching staff are determined not by the type of settlement in which the school is situated, but by the location of the school in the regional capital or outside it. For example, schools located in the city of Perm differ significantly in the average length of teaching experience and have a larger proportion of teachers with up to five years of experience. Moreover, the practice of hiring employees without specialized pedagogical education is more common to these schools. Another conclusion is about the need to expand the range of teaching experience used in statistical observations, since the established bar of 20 years or more does not reflect the real distribution and the indicators of the central tendency.
