The impact of migration processes on the development of human capital in the region (a case study of youth migration in Sverdlovsk oblast and Perm krai)

Migration processes in modern Russia significantly influence the redistribution of human capital among regions: human capital develops in some regions or territories while it declines in others. Population movements within the country, especially between large cities and provincial territories, create new demographic, economic, and social configurations. The article deals with the causes of internal migration, migration attitudes and motivations among young people through the examples of Yekaterinburg and Perm — the administrative centers of two large Russian regions: Sverdlovsk Oblast and Perm Krai. The article also deals with the impact of migration on the development of regional human capital. The empirical basis of the study comprises official statistics on internal migration, including those from Permstat and Sverdlovskstat, as well as the results of an online survey conducted among young people in these cities (N = 249). The study has shown that internal migration flows determine the redistribution of human capital in these regions in favor of regional centers. Among the subjective factors driving migration, most respondents cited obtaining a desired education and/or job as well as the availability of the relevant prospects. According to the survey, one of the most pressing issues of internal migration is the high cost of living in large cities. Despite higher wages, migrants’ real incomes are often offset by significant expenditures on housing, transportation, food, and utilities. The current situation with internal mobility requires a rethinking of regional migration policy with taking into account not only economic but also social factors. There is a need to develop a long-term internal migration strategy aimed at mitigating the negative consequences of human capital migration and ensuring sustainable socioeconomic development in areas outside regional centers, including through social support measures.References
