УСЛОВИЯ УСПЕШНОЙ ИМПЛЕМЕНТАЦИИ ИНСТИТУТОВ ЭЛЕКТРОННОГО УЧАСТИЯ: СЛУЧАЙ НЕКОНКУРЕНТНЫХ ПОЛИТИЧЕСКИХ СИСТЕМ

В науке пока не сложилось консенсуса относительно того, почему одни страны оказываются более успешными в имплементации институтов электронного гражданского участия, чем другие. Настоящее исследование вносит вклад в эту дискуссию, концентрируясь на неконкурентных политических системах. Для этого был проведен качественный сравнительный анализ на выборке из 68 стран за 2014–2024 гг., в результате которого было выявлено два необходимых условия успешности: высокий уровень цифровой состоятельности, позволяющей осуществлять политический контроль над Интернетом, а также включенность в международные тренды, связанные с глобальным распространением этой инновации. Кроме того, были найдены две комбинации условий, достаточных для успеха. Все успешные страны активно полагаются на стратегию легитимации через эффективность, а также активно взаимодействуют с ООН в сфере электронного участия. Далее их пути расходятся, и успешность достигается либо через сильную административную и цифровую состоятельность, либо через вовлечение гражданского общества и участие в партнерстве «Открытое правительство».
