‘LANGUAGE QUESTION’ ON THE PUBLIC AND INSTITUTIONAL AGENDAS: A COMPARATIVE ANALYSIS OF LINGUISTIC MINORITIES IN THE REGIONS OF RUSSIA

In multi-ethnic societies, the ‘question of language’ is a subject of heated debate. The article aims to determine to what extent public and institutional agendas on the ‘question of language’ of ethnic minorities in the regions of the Russian Federation are in accord or in disaccord with each other, and what are the reasons for that. The study, based on the ‘Language policy in multi-ethnic regions of the Russian Federation’ database, confirms a theoretical proposition that the interdependence between the presence of the ‘question of language’ on the public and institutional agendas is due to the fact that they influence each other. In addition, both agendas are formed under a strong influence of the same factors, namely demographic. The higher number of the ethnic minority, as well as its share in the population, has a positive effect on the presence of the ‘question of language’ on both public and institutional agendas. At the same time, there is an important discrepancy between the public and institutional agendas. The main reason is related to the status of the language of an ethnic minority. The official status of the language has a strong influence on its presence on the institutional agenda, whereas for the public agenda, the status of the language is not significant.
