THE ROLE OF GERMAN AND FRENCH ANALYTICAL CENTERS IN FORMING A SUSTAINABLE DEVELOPMENT POLICY FOR SUB-SAHARAN AFRICAN COUNTRIES

In the article think tanks and their classification is shown, features of think tanks in Germany and France are analyzed. It is shown that in Germany think tanks affiliated to political parties exist, and the cooperation between the experts and politicians is developed better. Meanwhile, in France, expert services of the national think tanks are extremely rarely used, as the politicians do not trust the competence of the French analysts. It is argued that German think tanks have much more credibility and weight in their homeland than French think tanks. Taking into account the above-mentioned factors, it is concluded that in Germany the role of think tanks in shaping policies to promote sustainable development in sub-Saharan Africa is much bigger, since not only do think tanks provide the necessary expertise, but also use public diplomacy tools to influence bilateral relations between states directly. Whereas the French think tanks, which are mainly ignored, counter the political course of Paris and therefore do not have that much influence. DOI: 10.17072/2218-1067-2020-2-151-159References
