ROLE OF TOWN-FORMING ENTERPRISES IN THE FORMATION OF THE POLITICAL FIELD IN SMALL INDUSTRIAL TOWNS (A CASE STUDY OF THE PERM AND KIROV REGIONS)

Representative bodies of local self-government are an important component of the political landscape of small towns in the Russian Federation. Under the conditions of an almost universal rejection of direct election of the executive branch heads in small towns, the very status of local legislatures is of particular importance. In this study, an attempt is made to identify the degree of participation of town-forming enterprises of the Kirov region in the formation of the political field (primarily local legislatures) and to compare the data obtained with similar territories of the Perm region. As objects of comparison, the author considers the features of the formation of local assemblies during the last two electoral cycles in towns with a stable town-forming enterprise and with similar conditions for the emergence and development of the territory (through the examples of the towns of Kirovo-Chepetsk (Kirov region) and Gubakha (Perm region). Based on the research results, the author argues that stable town-forming enterprises are still interested in participating in local political processes (primarily in the election of local representative bodies). The main conditions influencing integration into these processes are: the economic situation of the enterprise itself, the ‘origins’ of the top manager and / or the company’s affiliation with a company which is ‘alien’ to the town, and monopolization of the party-building sphere (most often through the United Russia party). However, even with similar conditions for the emergence and development of territories and a commensurate scale of participation of town-forming enterprises in the life of the territory, the wrong tactics of work with the electorate can lead to rather unexpected political results.DOI: 10.17072/2218-1067-2019-4-103-111References
