WHAT DEPUTIES ARE USED TO RULE? THE COMPOSITION OF THE REPRESENTATIVE BODIES OF THE UDMURT REPUBLIC TOWNS THROUGHT THE EYES OF THE DEPUTIES

Based on the interviews, the article considers social characteristics of the representative bodies of five Udmurt Republic towns: Glazov, Mozhga, Sarapul, Votkinsk, and Kambarka. Local councils of deputies do not play a significant role in the distribution of power in Russian towns and are referred to as ‘dormant institutions’. Their composition largely depends on the economic structure of the town and the staffing policy employed by the heads of their administration. However, the councils retain the role of public spaces for demonstrating political ambitions and status of individual and collective players in local politics and, as such, are used to visually demonstrate the presence of those players in local politics. For key local players, the councils remain the instruments of formal control over the decisions of local administration regarding the distribution of local resources. The conducted field research and analysis of statistical and biographical data made it possible to specify the social composition of local legislatures, dividing them into five main categories of town deputies: ‘public workers’, ‘small and medium-sized entrepreneurs’, ‘big business representatives’ (‘factory representatives’), ‘social activists’, and ‘others’.
