NONPROFIT ORGANIZATIONS IN THE SYSTEM OF SOCIAL SERVICES IN RUSSIA: TRENDS AND RISKS (A CASE STUDY OF THE KHANTY-MANSI AUTONOMOUS OKRUG‒YUGRA)

At the moment, there is a strong tendency for the active participation of the Russian Federation government in forming civil society organizations, such as non-profit organizations (NPOs) and volunteering institutes, ‘from above’. The risks and perspectives of the ‘third sector’ development are analyzed based on the situation in the Khanty-Mansi Autonomous region taken as an example. The research methods used are analysis of the official statistics data, Gallup poll and focus group discussions.Socially orientated nonprofit organizations did not succeed in providing a resource base for their activity and in gaining public backing, which can be regarded as signs of stagnation. Together with the need to diversify the channels of providing social services to the population, this forced the government to take measures to intensify the activity from above. However, along with the positive effects of increasing the scope of NPOs activities in the social sector, this process causes hidden risks for all its participants. Among them, there are increasing social expenditures, deterioration in the quality of social services, social exclusion of the civil society organizations which will stay beyond the sector of NPOs collaborating with the government.The author concludes that the partial transfer of the functions related to social services to NPOs is not only due to the government’s interest in developing the ‘third sector’ and improving the quality of social services but also because of the government’s need to seek other channels to diversify the structure of social services.
