IS EVERYTHING UNDER CONTROL? THE IMPACT OF EARLY VOT-ING ON THE RESULTS OF UNITED RUSSIA (A CASE STUDY OF RE-GIONAL PARLIAMENTARY ELECTIONS IN 2014–2015)

Early voting was a necessary attribute of elections in Russia throughout 2014-2015. With the help of the broker-mediated theory in clientelism and the concept of ‘political machines’, early voting is considered in the paper as a part of conditions that facilitate clientelism brokers in mobilizing the electorate in Russia. The theoretical part of the work allows us to conclude that these conditions create space for the implementation of ‘controlled voting’, which is an important part of the system of electoral mobilization in Russia by incumbents. The author pays considerable attention to the role of employer as the main intermediary using this method of mobilization. Based on the results of a quantitative analysis of data on elections to regional parliaments in Russia in 2014-2015, the author concludes that early voting was one of the factors of high performance of United Russia.
