LOBBYISM IN CHILE: REGULATION EXPERIENCE AND NATIONAL SPECIFICS

Regulation of lobbyism remains a significant task of the state in today’s world. The national model of such regulation is being implemented by Chile, the only Latin American state that has adopted legislation regulating lobbyism. The article deals with the characteristics of lobbying in Chile, which are determined not only by specific national peculiarities but also by macroregional political culture. The author analyzes the provisions of the 2014 Lobbying Act, its shortcomings, and assesses the possibility of importing the experience of Chile to the Russian Federation. The study concludes that Chile created a legal framework for regulating lobbying practices, and the Lobby Act formalized their institutionalization in the country where lobbyism has acquired a civilized character. At the same time, several ‘regulation gaps’ in legislation, including those of sanctions and their possible consequences, are highlighted. In addition, through a brief comparison of lobbying activities in Chile and Russia, the article posits that Chile’s experience cannot be transferred to Russian realities.DOI: 10.17072/2218-1067-2019-1-96-100References
