CATALONIA AND THE BASQUE COUNTRY: THE ANALYSIS OF THE MAIN PROJECTS OF SELF-DETERMINATION

The article deals with the problem of self-determination of Catalonia and the Basque Country, which is one of the most pressing issues on the agenda in Spain. The conflict is based on the collision of the principle of sovereignty and the right of peoples to self-determination as the basic principles of international law. Today, this aspect of Spanish domestic policy is becoming relevant for the European Union as a whole. Throughout the history of the issue, both Spain and the regions have made the attempts to find an optimal plan for resolving the conflict. Such methods included a variety of alternative ways, from the full independence of the regions to the preservation of the integrity of the state by any means. Due to the lack of a generally accepted way to resolve the issue, the problem is still unsolved. The analysis of the previously proposed projects makes it possible to identify the most significant advantages and disadvantages of such alternatives, which may help in developing a plan for the solution in future. The author analyzes some of the main significant projects of self-determination developed by the autonomous communities and meeting such an important criterion as the presence of an integral program rather than individual theses and ideas, a significant number of which can also be found in the history of the issue.DOI: 10.17072/2218-1067-2019-1-90-95References
