The article is devoted to analysis of the "conservative" concepts of the state and society, the significance of which grows today in an increasingly crisis moments in the state. The article analyzes the key trends and threats programs unbalanced tightening of public administration in terms of socio - political instability. The publication fee is not collected and fees are not paid. The author's copy is sent to the author to the address provided by them.
