Legislatures in Small Towns of the Perm Region: Composition and Competence Level

The article is devoted to analysis of the composition and structure of representative bodies of local self-government in small towns. It is shown how lobbying potential of urban assemblies determines their qualitative composition. The main deputy groups represented in local legislatures are examined: pro-enterprise groups, groups of deputies representing the interests of the executive power, opposition groups.
