Practices of Allocating Offices in Russian «National Republics»: the Issues of Inter-Ethnic Balance

The problem of securing a balance in inter-ethnic relations arises in societies with high ethnic segmentation. Comparative analysis of practices of allocating the key offices in Russian ‘national republics’ confirms that the ethnic factor is perceived as politically relevant and significant in most of them. At the same time, the degree of institutionalization, as well as the mechanisms of the influence of ethnicity on the power allocation, differs to a great extent. Russian experience argues that there are no simple solutions to the problem of inter-ethnic balance maintenance.
