Political Democracy: Public Rationality through Aggregation of Preferences

The article is aimed at exploring the procedures of forming public rationality that are accepted in the modern concept of aggregative democracy. The basic method is comparative analysis of different procedures of preferences aggregation and political decision-making. Aggregative democracy is studied in the context of deliberative democracy. The conclusion is drawn that these ways of decision-making, when applied separately, are deficit procedures.
