«Urban Settlement versus Municipal District» in the Context of Power Vertical: Policentricity in Local Politics

In the two-level system of local government situations occur that can be identified as ‘nested polycentricity’, when one power center (urban settlement) is located in-side the other (municipal district). In the context of ‘vertical power structure’, the role of the third power center – regional authorities – is to be also taken into ac-count. The article suggests a theoretical model that allows for describing and ex-plaining inter-elite interactions in the aspect of polycentricity.
