The article examines the evolution of “competition strategies” and “submission strategies” of regional authorities in relation to municipalities under the conditions of increasing centralization. The study is based on the data on distribution of subsidies and other inter-budget transfers among municipalities in 2009 – 2014 and a set of interviews with regional and local officials. According to the research results, the scope of application of “submission strategies” in the form of compulsion when distributing transfers is extending, while the number of “competitive strategies” is reducing DOI: 10.17072/2218-1067-2016-3-148-174References
