“We Will Help Local Authorities – Local Authorities Will Help Us”: Patron-client Relations and Control under Private Firms

In order to control private business in socially significant spheres local authorities often prefer using the strategy of capture. However, even under favorable conditions these strategies are not always implemented. Author argues that local authorities tend to refuse of exploiting the power strategies when desired control under private firms can be achieved by more mutually beneficial and less costly patron-client relations. The research is based on 14 interviews with businessmen (managers and owners), working in Perm’s housing service sphere.
