ETA institutionalization issue in non-democratic countries: comparative analisis of Panama and Nicaragua

Traditionally the process of autonomization and ethnic territorial autonomies (ETA) are studied through the prism of democracy and democratization. European autonomies may represent a classic example of ETAs. However, there are cases of ETAs’ institutionalization in non-Western and non-democratic countries. That leads to a question – is institutionalization necessarily related to the functioning of democracy?
