Local legislatures as a chanel of lobbing interests of the region: a new system of mayors’ recruitment

Despite «vertical of power» building, the legal system of the Russian Federation is designed so that it leaves some powers to local level of government. As a result, regional authorities have to lobby some their decisions through local authorities, in particular through local legislatures. In the article, this form of lobbying is examined on the example of mayors’ recruitment. Comparative-oriented analysis of some cases demonstrates that regional authorities face difficulties in promoting de-sirable candidates on mayors’ positions in the case of either local elite is fragment-ed or elite coalition is unstable. As a result, some fairly strong candidates try to win a mayor position. This is a reason of why regional authorities should lobby for their candidate through deputies of a legislature.DOI: http://dx.doi.org/10.17072/2218-1067-2017-2-109-119References
