Abstract

The article analyzes elections that were held in accordance with the new procedure for municipalities, i.e. the election of a highest official by legislatures based on the recommendations of the competitive commissions. The study is based on the mate-rials of the Perm region towns: Nytva, Kizel, Chusovoy, Krasnokamsk, and Dobryanka, which are the centers of two-tier municipalities.
