Soft power and normative power of Europe: genealogical origins of the two concepts of soft power in international relations

Abstract

According to the current concept of foreign policy of the Russian Federation, soft power should take an important place in its foreign policy strategy. Meanwhile, at the present stage, the views of both Russian political circles taking foreign policy decisions and the expert academic community on soft influence in international relations contain a number of conceptual flaws. These flaws hinder conducting an objective and relevant analysis of the possibilities and prospects for Russia’s soft influence in the international arena. The paper offers a genealogical analysis of the two most successful forms of soft influence – “soft power”, which is a significant tool for pursuing US foreign policy, and “normative power of Europe”, concerning the majority of the foreign policy directions of the European Union. The author identifies the conceptual structure of both forms of soft power, compares these structures and affirms the fundamental genealogical uniqueness of each of the two forms in contemporary international relations.In addition, the analysis provides grounds for a more conceptual approach to the problem of the possibility of Russia's soft influence, as well as for abandoning the popular research focus on who finances the soft influence of one or another participant in international relations. DOI: http://dx.doi.org/10.17072/2218-1067-2017-4-152-164
