The trends of lobbist structures transformation in the local self-government of small Russian Cities (a case study of Perm Кrai)

The article examines the trends characterizing the process and mechanisms for promoting the lobbying interests of large and city-forming enterprises in industrial singleindustry cities. The study on the materials of Perm Krai shows that despite thedominance of city-forming enterprises in local politics, the degree of professionalization is increasing, and a group of professional politicians and political managers is expanding. This creates the danger of some separation of them from the city-forming enterprises, the desire to replace its interests with its own. The deputy corps of singleindustry cities demonstrates contradictory trends in terms of their composition and in terms of the importance of deputies for lobbying activities of the city-forming enterprise, as well as in the combination of the directive (through the enterprise) and political (through the "United Russia") control.
