Аннотация

В статье автор анализирует имеющиеся в современной политической науке оценки взаимодействия государственных органов исполнительной власти и гражданского общества через институт общественно-консультативных советов. Мнение экспертного сообщества рассматривается как фактор эволюции нормативно-правовой базы на федеральном и региональном уровнях относительно полномочий, функций, процедуры формирования персонального состава ОКС. По мнению автора, данная эволюция не устраняет полностью те критические замечания, которые были высказаны экспертами до изменения нормативно-правовой базы в 2013-2014 ггDOI: 10.17072/2218-1067-2016-1-19-36
