The study aims to analyze the sectoral structure of the Udmurt Republic's economy using various approaches. Theeconomic sectors (types of economic activity) are rated according to the volume of goods shipped, works and services performed,number of employees, and contribution to the regional budget. Industry, both mining and manufacturing, is the leader in terms ofshipment volumes. Maximum employment is observed in non-production sectors (trade, education, healthcare, etc.). In terms of contribution to the regional budget, among the leaders are industries from both production and non-production spheres. To assess thecontribution of industries as adjusted for the number of employees, the concept of ‘tax return’ is proposed. The ratio of an industry’sshare in the contribution to the regional budget to the share in total employment is the tax return coefficient, and the contribution to thebudget per employee is specific tax return. The study has identified industries that are at risk in conditions of increasing personnelshortages and inter-industry competition for labor resources. First of all, these are industries that combine low tax returns with highemployment. They need large-scale support, especially since some of them are systemically important (education, healthcare, culture,agriculture). Industries where high employment is combined with high tax returns seem to be a priority for the regional economy, andtheir development through the implementation of support programs, infrastructure projects, etc. should become effective in terms offilling the regional budget. These approaches can become elements of regional socio-economic policy and concentration of availableresources for solving the most pressing problems of regional development.Downloads
