КОНФЛИКТ ДВОЕВЛАСТИЯ В ЛИВИИ КАК ПРОЦЕСС СОЦИАЛЬНО-ПОЛИТИЧЕСКОЙ ТРАНСФОРМАЦИИ

Аннотация

В статье проводится анализ конфликта двоевластия в Ливии в контексте социальных и политических трансформаций. Цель статьи – формирование представления о политических трансформациях в Ливии в процессе развития конфликта двоевластия в период с 2011 по начало 2019 гг. Для достижения цели автором были проанализированы и систематизированы события, происходящие в Ливии и имеющие важное политическое значение в контексте кризиса. На основе этого анализа автором представлена краткая хронология и выделены ключевые моменты развития конфликта и происходящие в них трансформации. По мере развития конфликта три раза менялись его ключевые стороны. При этом каждая смена сторон была идентична смене доминирующей идеи конфликта и представляла собой отдельную стадию. На первой стадии доминирующую роль играли политические взгляды и идеи сторон. На второй – большое значение стала приобретать борьба за власть и ресурсы. На третьей стадии (конфликт между Палатой представителей, объединившейся с генералом Х. Хафтаром, и Правительством национального единства) конфликт перешел в стадию борьбы за ресурсы, власть и территорию. Политические мотивы отошли на второй план. Таким образом, можно утверждать, что процесс социально-политической трансформации в Ливии был вытеснен борьбой двух сторон конфликта двоевластия. DOI: 10.17072/2218-1067-2020-1-67-74
