ЛЕОНАРД УАЙТ И ЕГО ВКЛАД В ИССЛЕДОВАНИЯ ГОСУДАРСТВЕННОГО УПРАВЛЕНИЯ

Представлен очерк биографии и основных этапов научной деятельности Леонарда Д. Уайта (1891‒1958), предваряющий публикацию русского перевода его статьи «Политика и гражданская служба» (1933). Рассматривается вклад Уайта в развитие исследований государственного управления в Соединенных Штатах, прежде всего его анализ меритократического и патронажного подходов к формированию кадров государственной службы. Анализируется роль Уайта в судьбе Чикагской школы политических исследований, его участие в экспертном обеспечении государственного управления, в том числе мероприятий Нового курса Ф.Д. Рузвельта. Особое внимание уделяется исследованиям Уайта по административной истории США и их значению в контексте конкуренции различных подходов к изучению государственного управления в конце 1940–1950-х гг. XX столетия.References
