ON THE EVE OF THE FLOOD: PREPARING THE SITE OF THE KAMA RESERVOIR FOR FILLING (1930s–1950s)

This article examines the progress of work to prepare the Kama Reservoir basin for filling during the pre-war and post-war periods of the hydroelectric complex’s construction. These measures included work to define the boundaries of the future floodplain, the resettlement of local residents to higher ground, the relocation of buildings and structures, the clearing of the area of trees and scrub, sanitary preparation and other activities. Drawing on previously unpublished archival materials held in federal, regional, municipal and departmental archives, this study highlights the specific features of the implementation of these projects and identifies the reasons for the shortfall in meeting planned targets during their execution. These included difficulties in inter-departmental coordination, financial disagreements, poor organisation and oversight of these projects by local executive authorities, a shortage of personnel and a lack of supplies. These factors meant that, by the time the reservoir was filled, the preparatory work had still not been fully completed. The measures taken to prepare the bed of the future reservoir for flooding set in motion yet another interrelated process – the development of new infrastructure within the riparian areas. The main works carried out in this area included the construction or restoration of buildings, the building of new roads, bridges and crossings, the installation of water supply networks, and the electrification of relocated homes. The number of restored and newly built structures was lower than the number of those flooded, and their quality was often poor due to the tight construction deadlines. Nor had the infrastructure restoration work been fully completed; it dragged on for years after the reservoir was created.
