ИСТОРИЧЕСКАЯ ПАМЯТЬ И ЕЕ ИНСТИТУЦИОНАЛИЗАЦИЯ В ОБЪЕКТАХ ВСЕМИРНОГО КУЛЬТУРНОГО НАСЛЕДИЯ ЮНЕСКО НА ПРИМЕРЕ РОССИИ И ГЕРМАНИИ

Аннотация

Статус объекта Всемирного культурного наследия ЮНЕСКО (далее ВКН) присуждается объектам на основании критериев, которые фиксируют определенный исторический отрезок, к которому объект относится. Выясняется, какую роль играет историческая память в подаче заявки на получение этого статуса, является ли для акторов, участвующих в подаче заявки, обладание данным статусом способом демонстрации ценности сохранения исторической памяти или чем-то иным? Материалом для статьи стали интервью с представителями городской администрации, локального бизнеса, сотрудниками туристического центра и местными активистами в двух российских (Великий Новгород, Псков) и двух немецких (Висмар и Штральзунд) городах. Исследование показало, что получение статуса ВКН имеет целью в том числе сохранение исторической памяти. Однако первоначальной целью получения статуса ВКН для администрации городов, находящихся на территории современной России, было выполнение предписания, поступившего от Совета Министров СССР после принятия постановления об обеспечении выполнения советской стороной обязательств, вытекающих из Конвенции об охране всемирного культурного и природного наследия. Для немецких городов статус ВКН обладает в первую очередь символической ценностью – означает признание того, что эти города, находившиеся на территории ГДР, также обладают культурной ценностью, как и города на территории ФРГ. В Великом Новгороде и Пскове активное участие в подаче заявки принимали местные активисты, но в рамках исследования было установлено, что уровень вовлеченности местных активистов с получением статуса ВКН снижается.
