Peer Review
"Bulletin of Perm University. Mathematics. Mechanics. Computer Science" journal reviews all materials coming to the editorial board, corresponding to its subject, for the purpose of their expert evaluation.
The reviewers are the journal editorial board and editorial consul members, external experts - doctors or candidates of sciences. Each reviewer scientific specialization corresponds to the manuscript subject. A reviewer can refuse reviewing in interest conflict case.
All manuscripts undergo preliminary checking before reviewing. It includes the following stages:
checking for the article compliance with the journal scientific fields;
checking for the article design compliance with the template;
checking for the article size and used sources number requirements;
checking in the "Anti-Plagiarism" system (articles with the originality degree more than 80% for research, 60% for review are accepted).
A manuscript is sent to two reviewers after the successful preliminary checking. "Bulletin of Perm University. Mathematics. Mechanics. Computer Science" journal carries out double-blind reviewing (reviewers don’t know the manuscript authors; the manuscript authors don’t know the reviewers). In a controversial situation case a third reviewer is appointed. The manuscript publication resolution is made by the Journal Editor-in-Chief.
The article reviewing conducts according to with the guidelines, established deadlines and review form for the reviewer. In some cases reviewing deadlines can be changed. The following outcomes are possible:
the article may be published;
the article may be published after corrections and revision;
the manuscript publication should be considered again after revision;
the article is not recommended for publication.
If there are two commendatory reviews without comments, the manuscript is accepted for publication. If the reviews are commendatory with comments, the manuscript is sent for revisions to the authors and then accepted for publication. If the reviews require the article revision, manuscript is sent for a second review after the authors' revisions. If one of the reviews is refusal, a third reviewer is appointed. If there are two refusal reviews, manuscript is not accepted.
The editorial board sends all reviews copies and/or a motivated rejection to the submitted materials authors. The original reviews are kept in the editorial office for at least 5 years, are not published in the public domain and are used only in the editorial office internal documentation, as well as when communicating with the authors. The Editorial Board undertakes to send reviews copies to the Russian Federation Science and Higher Education Ministry if necessary.
