Polycentricity of the city of Kazan: opportunities and limits of the administrative districts development

The article is devoted to the study of the formation of the polycentric structure of the city of Kazan in terms of opportunities and constraints that have developed within the administrative districts of the city. The aim of the study is to determine the main spatial, social, economic, natural and environmental characteristics of the city in the context of administrative districts, which are the basis for the formation of polycentric urban development. The study revealed a high functional and territorial differentiation of the city and significant differences in the characteristics of the areas, which, with the appropriate management system and strategic planning will allow the city to obtain additional advantages. The main results of the study are to identify the opportunities and limitations of spatial development of the territory of administrative districts, the formation of a system of social centers in their structure from the level of individual loci to the citywide and agglomeration level. A similar polycentric structure of the service system with the allocation of cores, geographically connected with transport hubs, and a uniform network of primary service institutions throughout the urban area will effectively implement the Strategy of socio-economic development of Kazan until 2030.doi 10.17072/2079-7877-2018-2-62-71References
