Abstract

The study examines the role of cultural and communicative memory in shaping regional and national identity within the historical policy of local communities in the Khanty-Mansiysk Autonomous Okrug–Ugra. The hypothesis is tested that the appeal to cultural memory is a more convenient ideological tool, and that it is more often the subject of constructivist practices in official historical policy. The research uses content analysis of documents and sociological surveys. It shows that historical policy in Ugra is part of a symbolic policy aimed at forming national identity as a factor of socio-political stability in a strategically important region. However, it is insufficiently reflected in regulatory acts, and its relationship with the formation of identity is poorly understood by actors. The main actor is the municipal authorities, which use as instruments of historical policy an appeal mainly to cultural memory. The communicative form of preserving collective ideas about the past by citizens is no less in demand, but local communities lack sufficient agency to participate in historical politics at the local level, for example, through the activities of public organizations. The resulting gaps in collective representation about the past are compensated to a certain extent by communicative forms of family memory.
