CONFLICT FACTORS IN PUBLIC CONTESTS FOR THE POSITION OF THE HEAD OF THE MUNICIPALITY

A 'contest model' for mayoral selection was introduced to enhance manageability and control at the local level by the region. However, conflicts often arise during these contests. Based on the 'principal-agent' approach, the author formulated hypotheses regarding the factors of conflict. To identify the nature of conflicts in these contests, 17 indicators were developed. The regression analysis showed that conflicts were more likely to occur in territories where multiple business actors were present. The conflict in contests was also influenced by the personal characteristics of the winning candidate. However, the party composition of the local legislature was not significant in the contests. The analysis demonstrated that the 'contest model' did not drastically change the established practices of interaction among elites. Actors adjusted their existing behavior models to conform to the new rules.References
