LOCAL REPRESENTATIVE BODIES IN THE CONTEXT OF TERRITORIAL TRANSFORMATIONS OF MUNICIPALITIES (A CASE STUDY OF THE PERM REGION)

The article reveals the peculiarities of realizing the political potential of local representative bodies in the context of territorial transformation of municipalities. The processes of reforming the territorial foundations of local power, launched in a number of Russian regions, result in the reduction of the settlement level and enlargement of municipalities. In the Perm region, the local processes are developing in accordance with federal trends: the transformation of districts into city (municipal) districts has been the focus of attention over the past two years. According to interviews, the media, and analysis of legal acts and electoral / budgetary statistics, regional authorities promoted the idea of transforming municipalities and applied persuasion, incentive, and subordination strategies to local authorities. Particular attention was paid to the mechanisms of financial encouragement of municipalities by the region. The proposals of the region in the sphere of inter-budget relations played an important role in adopting positive decisions of the local bodies regarding transformation. However, settlement councils of deputies stopped the process in some cases, exercising representative functions and acting in accordance with the public opinion.DOI: 10.17072/2218-1067-2019-4-19-30References
