The study examines the applied potential of regional identity as a resource for regional development in the Russian Federation. It addresses the need to conceptualize identity policy in a way that supports effective governance. The aim is to define the normative level of institutionalization of regional identity and its main directions. The empirical basis includes normative documents on identity construction (state programs, laws, regional strategies, leadership messages) as well as expert interviews with actors of identity politics. The study uses analytical modeling, expert interviews, quantitative content analysis, and discourse analysis. Normative institutionalization of regional identity is defined as the positioning and normative consolidation of regional specifics within regional political agendas. It includes official political and legal consolidation of regional specifics, definition of regional status and borders, education and cultural policies supporting identity development, representation within public authorities, and the presence of regional movements and organizations expressing regional interests. The application of directions of the normative institutionalization of regional identity to a particular region made it possible to demonstrate the algorithm of this analytical scheme. The study showed that in Perm Krai, the most significant direction of identity construction is associated with the normative consolidation of regional specifics based on economic discourse.
