ДИСКУССИЯ В КОНСЕРВАТИВНОМ ДВИЖЕНИИ США ПО ПРОБЛЕМАМ ИММИГРАЦИИ В НАЧАЛЕ ХХI ВЕКА

Исследуются подходы двух основных групп американских консерваторов – иммиграционистов и рестрикционистов – по вопросу решения резко обострившейся в первом десятилетии ХХI в. иммиграционной проблемы. В период администрации Дж. У. Буша (2001–2009) Конгрессом и президентом были инициированы ряд законопроектов, нацеленных на нахождение компромиссных вариантов. Заявлялось, что будут учтены позиции обеих групп, но фактически законодательные инициативы в большей степени предлагали либеральные подходы. Законопроекты были заблокированы, во многом благодаря развернувшейся в Республиканской партии и консервативном движении дискуссии, в которой перевес оказался на стороне противников либеральной иммиграционной реформы. Президент Дж. У. Буш предложил пятиступенчатый план, нацеленный на решение проблемы нелегальной иммиграции, который фактически давал возможность тем, кто находится в стране нелегально продолжительное время, после определенных процедур, получить американское гражданство. В статье анализируются аргументы консерваторов-иммиграционистов (либертарианцев, неоконсерваторов, экономических консерваторов) и рестрикционистов (палеоконсерваторов, социальных и культурных консерваторов и традиционалистов) в защиту и против иммиграционной реформы, а также представлено их видение проблемы нелегальной и легальной иммиграции в целом. В работе уделено первостепенное внимание дискуссии, развернувшейся по проблемам охраны границы, масштабности иммиграции, национальной безопасности, этнокультурной трансформации общества и изменению этнического состава населения, электоральных последствий для Республиканской партии, предполагаемым результатам амнистии нелегалов или их массовой депортации. Анализ аргументов, примеров и фактов в рамках развернувшейся дискуссии позволяет более глубоко понять причины провала иммиграционной реформы, предпринятой администрацией Дж. У.
