ЛОМАЯ БАРЬЕРЫ В ЛОКАЛЬНОЙ ПОЛИТИКЕ: ЖЕНЩИНЫ-МЭРЫ МЕЖДУ ИСТОРИЕЙ И СОВРЕМЕННО-СТЬЮ

Рассматривается эволюция роли женщин в локальной политике с особым акцентом на влияющую на их лидерство гендерную динамику. В то время как в предыдущих исследованиях гендерные нормы рассматривались в основном на национальном уровне, в данном исследовании авторы обращают внимание на то, как эти нормы влияют на женщин-мэров. Авторов интересует, как женщины в местной политике работают с гендерными нормами, противостоят им, меняют и используют их в своем стремлении закрепиться в политическом лидерстве. В статье прослеживаются исторические этапы интеграции женщин в городское управление, отмечается существенный рост женского представительства как на локальном, так и на национальном уровне лишь после Второй мировой войны. Выявлена устойчивая тенденция, согласно которой женщины-политики добиваются большего представительства в небольших городах, что связано с готовностью местных сообществ поддержать женщин как воспитательниц или стабилизаторов социального порядка. Опираясь на исторические и современные данные, авторы отмечают, что женщинами-мэрами чаще становятся левые или независимые политики, но даже они вынуждены ориентироваться на укоренившиеся гендерные стереотипы и традиционно мужскую природу политики. Проведенный авторами анализ гендерных дисплеев современных женщин-мэров демонстрирует, как они балансируют между ожиданиями женственности и необходимостью проецировать профессиональную компетентность, ассоциируемую обычно с мужским гендерным дисплеем. Сделан вывод о том, что женщины-мэры используют различные стратегии для выстраивания своего публичного имиджа: применяют стратегический подход, часто преуменьшая личные аспекты, чтобы подчеркнуть лидерство и профессионализм, занимаются традиционно женскими областями политики, апеллируя к ценностям семьи и сохранения природы.Библиографические ссылки
