The Problem of the Social Functions of the Modern State: A Philosophical Analysis

Domestic and foreign scholars are increasingly turning to the concept of the social state, its problems and prospects of existence. There is reason to believe that philosophers should also contribute to the solution of questions related to the future of the social state, to the problems of its development. Scientists are faced with the task of describing and explaining the significant changes in the role of the modern state in the management of public affairs (especially in the social sphere). At the same time, this task is being solved by researchers from different, sometimes opposite, theoretical and methodological positions. On the basis of the modern scientific theory of historical process the problem of modern states' realization of their social functions is investigated. An attempt is made to identify the anthropological basis of the state and its social function through the philosophical concept of human essence. The author's definition of the social function of the state is given. The author reveals the understanding of the social function of the state in its broad and narrow meanings. It proves the idea that the problem of social functions of modern states is a consequence of the crisis of anthropological foundations of modern human civilization. The crisis of the economic man (homo economicus) determines the revision and subsequent optimization of the social obligations of the modern state and reduction of its social functions. The poverty of the working population, its aging and indebtedness, the reduction of jobs due to the introduction of automated production, deep class differentiation and other manifestations of this crisis require new approaches to the management of society's affairs. The "withdrawal" of the state from the social sphere inevitably leads to an increase in religiosity in society and an increase in the role of large international corporations, which have considerable potential to replace the social functions of the state. The article offers basic recommendations and basic ways to overcome the anthropological crisis in contemporary Russia.References
