СМЕШАННАЯ НЕСВЯЗАННАЯ ИЗБИРАТЕЛЬНАЯ СИСТЕМА И ЭЛЕКТОРАЛЬНЫЙ АВТОРИТАРИЗМ

Аннотация

За последнее десятилетие смешанная система стала самой быстрорастущей разновидностью избирательных систем, используемых на выборах в национальные легислатуры. Мнения относительно причин популярности смешанных систем в исследовательской литературе до сих пор разнятся. Анализ отдельных случаев представил доказательства, что смешанные системы, включая в себя применение двух формул одновременно, закладывают значительный потенциал для манипуляций над электоральным процессом. В политической науке отсутствуют кросснациональные исследования, которые связывали бы применение смешанной несвязанной избирательной системы с консолидацией авторитарного порядка. Цель исследования ‒ определить структуру стимулов к введению смешанных несвязанных избирательных систем в условиях электорального авторитаризма. При авторитаризме выборы выполняют три функции: имитационную, контрольную и сигнальную. Данные функции задают структуру стимулов к выбору электоральной формулы для правящей авторитарной элиты. Одним из главных результатов проведенного исследования является установление того факта, что по сравнению с демократиями смешанные несвязанные избирательные системы чаще применяются в авторитарных режимах. Это обусловлено тем, что смешанная несвязанная избирательная система, позволяет эффективно реализовать имитационную, контрольную и сигнальную функции выборов в условиях электорального авторитаризма. DOI: 10.17072/2218-1067-2021-1-19-34
