Поколение нулевых: политическая подотчетность в условиях экономического кризиса

Аннотация

Винить или не винить власть за экономический кризис? Какую роль играют вспыхнувшие патриотические настроения после присоединения Крыма в оценке эффективности ключевых органов государственной власти? Когда в один момент накладываются два разнонаправленных эффекта – экономический кризис, призванный напомнить о неэффективности власти, и присоединение Крыма, работающее на легитимацию власти – каков будет итоговый вектор оценки ее деятельности? Какой из эффектов окажется сильнее? В данной работе мы попытались ответить на эти вопросы, проведя «пилотный» опросный эксперимент с привлечением студентов вузов г. Москвы, Санкт Петербурга и Перми и посмотреть, насколько современное поколение, социализировавшееся в период политической и экономической стабилизациии в отсутствии практики ротации политических элит, готово «наказывать» и «награждать» власть за ее политический курс. Предварительные результаты исследования дают основание полагать, что оценки студентов смещаются в зависимости от типа анкеты. Также мы обнаружили интерактивный эффект оценки экономического курса и одобрения вхождения Республики Крым. При этом оценки деятельности различных органов власти также демонстрируют различную степень чувствительности к задаваемым вопросам. Наиболее чувствительной к заданным вопросам является оценка эффективности работы президента. Полученные результаты свидетельствуют о действии накопительного эффекта недовольства, то есть чем больше событий респонденты оценивают негативно, тем ниже они оценивают эффективность власти.   DOI: 10.17072/2218-1067-2016-4-44-65
